ER: allow an option to stay offline and not update from time to time in bkg (real disconnection) #218

What steps will reproduce the problem?
1. run app
2. exit app
3. sometimes the connection of the app icon appears in the notification area - 
meaning it is trying to update even though i have not run the app.

What is the expected output? What do you see instead?
There is no way to really disconnect

What version of Bitcoin Wallet are you using? On what Android version and
what phone? Don't just state 'most recent', this is not enough info.
v 3.18
samsung galaxy s1 i9000
cyanomod rom 10.1.2
android 4.2.2

If you have problems with particular transactions, what is your Bitcoin
address? If you happen to have transaction IDs, please state them as well.

Please provide any additional information below.

i now i can disable cellular data connections for the app using the OS. but I 
want to control and stay offline sometimes even in wifi.

I also like to see a real disconnect option. In my use cases it would be 
perfectly ok, if the app needs some time to sync after starting it.

Please implement this. It was working perfectly as it was for me, optionally 
syncing when charging, but never when on mobile data.

Issues with the new behavior include:

- Increased data usage. Used to be zero (on mobile data); now it's 2,5 MB in a 
week.
- Battery use. Bitcoin Wallet keeps wake locks for hours a day, and accounts 
for 10% of my total battery usage!
- Privacy. This can be an issue in corporate networks, where Bitcoin is against 
the policy (I don't know first-hand, but suspect that policies like that might 
exist).
- Legal issues - Some countries have already outlawed Bitcoin. Imagine a law 
against taking part in the P2P network is passed, and you travel to such a 
country, without any intent to buy or sell Bitcoins, but are suddenly accused 
of some crime and have to explain the situation.

To me, these are but minor annoyances; for others, they might cause serious 
problems.
