Don't hide the balance when no network is present #220

Sometimes I want to show people the app when I'm roaming. It looks confusing 
and weird if the balance has vanished and been replaced by an error. It seems 
this could be put into the black message bar at the bottom instead.

Should be fixed in 3.20. Error conditions preventing blockchain download are 
now moved into the disclaimer fragment again. However, balance is still hidden 
while replaying.
