Slow in person transactions #222

What steps will reproduce the problem?
1. Scan QR code of an address on blockchain.info
2. Send payment
3. Wait 30 minutes for only propagation 

What is the expected output? What do you see instead?
Payment receiver doesn't get instant information about incoming payment. After 
20-40 minutes transaction finally broadcasts itself to the receiver. This 
happens at random.

What version of Bitcoin Wallet are you using? On what Android version and
what phone? Don't just state 'most recent', this is not enough info.
v3.19

If you have problems with particular transactions, what is your Bitcoin
address? If you happen to have transaction IDs, please state them as well.

It creates a mess because sender is in awkward position when payment is not 
broadcasted and doesn't know if he should try again or not.

Did the sender see "broadcast confirmations"? That's the little grey dot 
getting bigger and bigger as the transaction propagated through the network.

It's hard to say if this is a problem of the sender (Bitcoin Wallet) or the 
receiver (blockchain.info) without additional info. It could be both.

If this happens again, please send logs and state exact times. (Options > 
Settings > Report)

You can also look at the blockchain.info web interface or at the logfile of a 
running bitcoin-qt instance if the transaction has been broadcasted. Watch out 
for the hash of the transaction.

No broadcast confirmations.
The problem existed only with Android Bitcoin Wallet but only 3 times out of 15
I requested payment senders to report logs of their wallets.

If the broadcast confirmation indicator did not grow the sender was most 
probably not properly connected. It can have many reasons, for example the 
uplink for the WLAN being broken.

I believe this issue is fixed in version 3.24 which is currently staged on 
Google Play. Will roll out to all users shortly.

Outgoing transactions could get stuck and would not be retransmitted any more 
in this state.
