Import private key QR codes #260

It would be awesome if you could import private keys via scanning the QR codes 
(example: paper wallets).  This would allow the following situation:

"Merry Christmas! Here's your card."
"Thank you! What's this?"
"I got you bitcoin!"
"Okay, how do I use it?"
"Download this app, scan this code and you've now got bitcoin! Spend it like 
this: ..."

It was just an example but giving someone a paper wallet and instructions can 
be done en masse (and through the postal system). 

Importing from paper wallets has utility besides my example. If you put some 
coin in cold storage and suddenly decide to spend them, or if your computer 
with some bitcoin on it dies/gets stolen but you had a paper wallet backup you 
could just import the keys from your backups, make a new backup paper wallet 
and send the coin there.
