Point the PyPI page at readthedocs.com #11

Since https://pythonhosted.org/manuel/ is read-only now, we need to point the PyPI page for Manuel at readthedocs.org instead.

You'll probably also want to log in to pypi and find the button that blows away the old docs so search engines stop indexing them.
