Zaatari Camp District Aggregation #2

Aggregate Syrian admin district of origin from admin 2 to admin 1.

Use Syrian conflict data as a reference and naming convention.

The higher level districts are labeled dist_syr1

Great! Finally got a chance to take a look at this. Could you make a c3.js timeseries spline graph of the dist_syr1 data similar to the one zaatari incoming refugees by district I made for the tutorial_time? https://github.com/benjiantolin/tutorial_time.
