allow reactivation of deactivated accounts #5

allow resurrection of "deleted" accounts

When accounts are deleted, they are really just marked as inactive so they don't appear in the UI. It should be possible to bring one back to life.

Consider prompting to do this when the user tries to create an account with an existing name.
