Fix error checking, add Dockerfile #3

I wanted to use this in swarm, so I fixed the missing "os" import (for env variable), added some error checking (fail if we're not passed a webhook), and included a Dockerfile. The auto-built docker file is available at https://hub.docker.com/r/funkypenguin/alertmanager-discord/
