subversion.mak deletes sub_version when not an svn pull, but svn installed #153

What steps will reproduce the problem?
1. download mbpurble source, extract into a directory
2. make modifications, including adding custom subversion to version.mak
3. compile

What is the expected output? What do you see instead?
Expected output is that any custom sub_version specified is retained during
builds when out of the svn tree.

What version of the product are you using? On what operating system?
0.2.3

Please provide any additional information below.

Enclosed is a patch to fix this.
