publish svn387 as version 0.3.1 #258

Since there is no svn change since svn 387 in june 2011 
and the pidgin-microblog-0.3.0-svn387-Issue189.exe from the issue 189 thread 
solves some issues pretty good,
it should be published as version 0.3.1.

So every potential (windows only?) user can take advantage of this improved 
version without having to search in every issue thread for a new version.
