Cannot Select MSN-XMPP #1

What steps will reproduce the problem?
1. Start Pidgin
2. Place dll in plugins folder
3. Enable Plugin in Tools->Plugins

What is the expected output? What do you see instead?
I assume at this point MSN-XMPP (or something like it) should be selectable in 
the new-account screen. But no new protocols exist

What version of the product are you using? On what operating system?
Pidgin 2.10.4 Windows 7 x64

Please provide any additional information below.
