Load scenario from file

This would greatly simplify scenario management and could include

• load monster database from another file (or include it directly in this file)
• load monster groups (names, numbers, elite status, etc.) from another file (or include it directly in this file)
• load player information from another file (or include it directly in this file)
• other special settings (allies #20? what else…)

Loading a scenario should pre-populate but not skip setup screens, so that you can confirm them as you go.

Since "load from another file" sounds like (require), this could be a #lang with supporting #langs for other data? cf. #27
