Modify monster ability and modifier decks (à la Gloomhaven Helper) #32

Some GH classes can reveal and manipulate the order of cards in these decks. We should support this.

Looks like 0ad43a3 (support manipulating monster decks, 2023-09-05) mostly took care of abilities. Now I need the modifier deck, which unfortunately includes removing cards (see previous comment).

On further reflection, I'm going to close this. There is one challenge that would be nice to support, but I don't think much else (aside from favors: #67) can remove modifier cards mid-scenario.
