When authorized user browse /planning , there should have an "Edit" button
on the map. Soon the user pressed the button , a "Commit" button will be
shown, and user could adjust the location of marker. The system will record
the move of marker.
User may press "commit" to send the changes to server, a log message dialog
will be prompted for user to input the log message.
If the changes is the committed , and user are going to close the current
page, it should prompt a dialog for confirmation
