Change moderation support #25

According to discussion in the last meeting on Aug, the changes from user
beside staff and admin should be audited before commit to database. This
tasks include:

1. Design a database model other than Changelog to handle the changes request
2. A interface for audit , ban changes
3. Email notification for staff / admin
