Detect IE6 and notify user #40

Whatever IE6 is detected , it should notify the user that : "We Advise all
of our clients to stop using IE6"

Fixed by using ie6-upgrade-script: http://code.google.com/p/ie6-upgrade-warning/
This version is no i18n implemented
