Write up Contributor agreement #45

As titled.

Generally to make the user agree to waive any copyrights (if any) he has
over the contributions.

This will be done on public release, right before the actual stuff for user
contributions is done. Just need to reserve a place for the agreement.

What steps will reproduce the problem?
1. Contributor contributes
2. We redistribute/use the materials
3. Contributor sues us

What is the expected output? What do you see instead?

Expected: Claim fails
Actual result: claim succeeds :)
