Deprecate FarePair database model #47

The current design of FarePair consumes too much CPU time on loading ,
backup , and restore.  It should be deprecated. Instead, the fare pair
between stops should be saved in FareStop using json format.

The database model and import utility has been changed , will work on graph 
loading.
