[Mac] [Firefox] Shortcuts do not launch the browser

Platform:
  Hostname: srikanthk-macbookpro.local
  Mac OS X Version 10.5.8 (Build 9L31a) / 10.6 / 10.4.8
  Processor: 2 Intel 2.40 GHz
  RAM: 2048 MB

Gears:
  Gears version: 0.5.35.0  

Installed Browsers:
   Firefox 3.6  , issue also on 3.5 

What steps will reproduce the problem?
1.  Clean install Firefox 3.6
2.  Clean install Gears 5.35 
3.  Open http://code.google.com/apis/gears/sample.html
4.  Run the Shortcut Demo.  /  Or create a Gmail Shortcut.
5.  Go Offline . 
6.  Quit FF .
6.  Click on the Shortcut to launch FF.

What is the expected output?
Firefox need to launch.

 What do you see instead?
Short cut does not launch the firefox
