[FF 3.6] [Mac] Clicking on shortcut launches 2 browser windows. #1003

Platform:
  Hostname: srikanthk-macbookpro.local
  Mac OS X Version 10.5.8 (Build 9L31a) / 10.6 / 10.4.8
  Processor: 2 Intel 2.40 GHz
  RAM: 2048 MB

Gears:
  Gears version: 0.5.36.0  

Installed Browsers:
   Firefox 3.6 . 

What steps will reproduce the problem?
1.  Clean install Firefox 3.6 / upgrade to 3.6 from 3.5.8
2.  Clean install Gears 5.36 / update to 3.36 from 3.33
3.  Open http://code.google.com/apis/gears/sample.html
4.  Run the Shortcut Demo.  /  Or create a Gmail Shortcut.
5.  Go Offline . 
6.  Quit FF .
6.  Click on the Shortcut to launch FF.

What is the expected output?
Firefox need to launch, only one window.

 What do you see instead?
Short cut launches 2 windows .

This is FF3.6/Gears3.36.0 only works fine with FF3.5/Gears3.36.0

I saw this while implementing the fix for 1002. It seems difficult to fix and 
not 
worth holding the release any longer for.
