This can probably pull from https://github.com/democrats/election-calendar/tree/master/2018 instead of the Google Sheet, to create the initial list of covered events.

Some states/territories have some strange rules; we should err on the side of telling people to register eraly.
Each of those data manipulations should probably be a separate Jupyter/iPython notebook, with separate output CSVs for each's tweets, and then a separate thing to merge all those CSVs into One CSV To Tweet Them All
