Use fmt #3

When the fmt package hits opam, use it to replace serializer.ml.

(Should also push this update to the 3110 repo.)

Correction -- fmt's already on OPAM

I misunderstood the library. It does not seem to provide an 'a -> string function; instead there are many t -> string functions & combinators.
