Description

Setup code formatter CI with black.

Should the workflow / job be triggered when a PR is ready, i.e. not a draft anymore?

To do

[x] Create the code cleaner job
[x] Make sure the black configuration is compatible with flake8. See https://black.readthedocs.io/en/stable/guides/using_black_with_other_tools.html
[x] Commit the changes with Add & Commit
[x] Make sure the commit does not trigger this workflow again by checking against the commit author. See Add & Commit # The commit from the action is not triggering CI!
