Task - create a test to validate eTag creation

• [x] Integrate the weak etag value inside the geojson structure of the feature
• [x] move the cache structure into the catalogue (data package)
• [x] tests : verify that the etag value is the same before and after returning it
• [x] build a specific tests set regarding ETAGs + DB
• [x] cache is instantiated by the catalog
• [x] Provide the last-modified value into the response (using now() inside addweakEtag() and adding it inside etag structure)
• [x] add a REST route to get a weak etag while providing a strong etag value
• [x] If-Match header implementation
• [ ] If-None-Match header implementation
• [ ] update swagger documentation for If-None-Match and If-Match headers
