leaving a message for someone who isn't currently online.

Seen:

The #emacs channel bot has that
The #guile channel also has one where you can say ": later tell daviwil Check out the latest code"

Possible implementation to build a bbdb db with user information. Would enable other features too

I think it would be good to have an option (enforce?) to store messages for registered and identified nicks only.

what @shombando is suggesting is possible by /msg nickserv ACC [the nick]

the reply is in this format: [nick] ACC [num]

where num 3 means logged in
