And likewise signing up / in as a deleted user needs to be handled.

Currently, a deleted user is 'frozen': they cannot sign in or request a new password. They can attempt to sign up but no confirmation email is sent. In this situation, ideally, we'd have a 'welcome back' screen (#53)

A Facebook-authenticated-User causes problems.
