Require Mail gem 2.6.3 or higher #16

@gangleton Hey, I'd like to leave the gemspec requirements at the minimum version needed, instead of the highest recommended version. Updating the Gemfile.lock is fine.

I've had some users that can't install an updated version of the mail gem for different reasons, and I don't want to them to be unable to use Pony, or have to modify the gemspec file by hand.
