"Transcribing" leaderboard empty for OCR correction projects #4040

OCR correction projects have empty "transcribing" leaderboards. See screenshot below from this project by the State Library of NSW: https://fromthepage.com/statelibrarynsw/slnsw-sandbox-2

This could be caused by #1674. We need to test this with our various OCR imports, since PDF ingestion may work very differently from CONTENTdm imports (where #1674 is almost certainly the culprit).

This may be due to the problem in which initial versions are created, messing up the logic driving page_trans deed creation.
