Could this have to do with level-draining? If so, perhaps the appropriate fix
would be to report level-draining in the history as well...

Almost certainly, but recording level-draining doesn't seem like anything worth
reporting.

Why not? If you record when the character's level goes up, why not record when
it goes down?

Because losing power isn't a landmark for the player. The history is supposed
to record important events (birth, death, uniques killed, artifacts found,
significant progress in leveling up).
