Scale brand/slay damage #122

At low levels, the damage boost from slays and brands far exceeds the expected 
damage dice, which makes them a no-brainer.  The damage boost from slays should 
be variable based on power.  Perhaps consider including oath/realm into the 
calculation.

A prior patch based damage based off of weapons skill.  Weapon skill or power 
should be the base determination of damage.

We could consider making undead/demon/animal slay damage to be based on the 
realm skills, though that might be covering the same ground twice (since they 
already increase crits).
