Improve low-dice/damage weapons #124

Low dice/damage weapons are nearly completely unconsidered in the later portion 
of the game.  Consider a method of making them more playable without 
overpowering higher dice weapons, or rogues.

Note: this may be unnecessary given the changes to item dice/sides improvements 
in r157.
