Increase randart count #127

Randarts currently fill in any empty slot in artifact.txt, up to a certain 
maximum.  That maximum should be slightly increased in order to have more 
randarts in the game.

This is a more complicated change than expected (will need to change some index 
variable), and will break compatibility.  Removing milestone.
