Magic item devices too hard, obvious a choice

Magic devices is a very useful and important skill for most characters, 
especially magic-less characters.  They have a lot of utility functions as well 
as damage-dealing functions.  However, to use the higher-level utility staves, 
characters must invest heavily in magic devices, which result in using them a 
lot for damage.  This homogenizes high level characters.

Proposal: Add EASY_ACTIVATE to a lot of utility devices so they can be used 
with a medium amount of investment.
