I don't like the idea that skills affect item drops. That would encourage
people to play narrower characters.
Let's say I'm playing an elf warrior. At the beginning of the game I
automatically take sword and bow, the cheapest and most efficient weapon
skills. If the game adjusts the drops in my favour, there's actually a penalty
in buying other, non-optimal weapon skills.
I enjoy the randomness. It forces me to think when I develop my character.
At the moment there are at least three good strategies for a warrior-type:
1) Develop many weapon skills, so that you can use most of what you find.
2) Increase only one weapon skill, but take weaponsmithing.
3) Invest in martial arts.
If you start adjusting weapon drops based on skills, I'll probably consider
playing risky with only one weapon skill. That would be less interesting.

See r157 regarding reduction in weapon drops, and increased rate of damage
increase for OOD weapons.
