Consider reducing penalties for low spellcasting stat #50

Low spellcasting stats result in increased failure rates and lower mana.  This 
makes it very hard to play races with low spellcasting stats.  Reducing the 
penalties would increase the breadth of race/magic combinations.

Having a 15 instead of an 18/10 in spellcasting stat gives:
* 4 additional failure %
* 0.4 mana per effective skill point (1.7 v 1.3)

These seem like small enough changes that I feel no compulsion to improve the 
behavior currently.
