Improve HP for low HP races #70

Low HP races can be very difficult to start in Sangband, but endgame HP seem 
reasonable.

Possible solutions:
* Increase HD across the board, and reduce the effects of CON.
* Increase the effects of lower CON.
* Provide a fixed low level boost for starting characters (perhaps one that 
phases out?)
