Evidently I'm confused regarding the artifact amulets. Ingwe raises int/wis,
and necklace doesn't raise either.

Actually, looking at artifact.txt, Ingwe raises wis/chr - and I still think it
ought to be better. Even for a wis based caster, I would almost certainly
choose an Amulet of Wisdom with a higher pval, or something else (like Magi or
Mana) over Ingwe.
Maybe Ingwe should get the int/wis bonus, but also get some more useful resists
- by the time it is found, the basic resists are unlikely to be lacking. Maybe
give it rDark or rNether instead. I can't remember what Ingwe's activation is
(if any) but do remember it being an amulet that I always think ought to be
useful but usually just ends up gathering dust in my home.

You're right -- no int on Ingwe. Perhaps add int and something else. I'm
leery of adding resists, but perhaps saving throw, mana, or hold life?

I was not suggesting adding a resist so much as replacing 3 low resists with 1
high resist.
But I can see why you would want to avoid this; I think it is intentional that
resists are harder to get in S, and making useless items useful has the overall
effect of making the game easier, as has been seen in V.
The other 3 possibilities look interesting, and could potentially make Ingwe
interesting to some characters.
PS - I like what you have done with amulets of Magical Protection; have they
also been made rarer? I haven't seen one since the change.

The amulets are just too common to put a high resist on them in my opinion.
No change in rarity of magical protection, IMO.
