Rod of Spark? #93

Add an early rod to serve a similar function to wands of spark.

Perhaps with better range.

Perhaps a weak 1-distance rod with a fast recharge time to serve as a melee 
replacement?

I'm content with what's available.  Pure magic devices is a little hard to 
start, but awesome.
