Minimum combat skill #94

Currently, it is somewhat obnoxious to start up a new combat skill from 
scratch, which makes taking advantage of new, exciting weapons less realistic. 
This leads to less organic characters than we might otherwise see. Here are 
some options to mitigate that problem.

* Invoke some minimum skill based on other combat skills: for instance, if you 
have 50 points in swords, you will have 25 effective points in clubbing, 
jousting, and 15 in wrestling and karate.

* Apply the practice penalty *before* the minimum skill cost. This will make 
raising a skill to (power - 10) significantly less painful, though it will 
apply to burglary, magic devices, and spellcasting also.
