Would you provide some motivation for this? Your decision seems against the spirit of open source software, favouring competition over collaboration.

All I can think of is the lack of time to check new PRs or a bad past experience when other developers coded something that broke parts of the program without them knowing. So perhaps the owner wants to first give any potentional contributors a briefing on what to pay attention to, so their future pull request doesn't have to be closed unmerged. I can imagine a project like this being highly dependant on all contributors having a whole image of what part does what.
