CI Cleanup

Key changes:

• created bash scripts for core / reusable ci functionalities (scan/pylint)
• When is which action run?
  • Check & Scan run only on pull requests to master if def file did not change
  • Build runs on pull request to master if def file changed
  • sif file then cached for scope of the branch (so no rebuild is needed as long as def file doesn't change again)
  • includes running check & scan scripts
  • Build is deployed (pushed to ghcr.io after pull request to master is merged (and cache updated in general scope)
  • potential side effects: if a branch is still working on old sif file, might need to update with master changes to run (unlikely case, but I thought I'd just mention it)
  • short moment of potential "out-of-syncness" after successful merge to master, it takes 10-15 mins until sif file is published and in cache
• pylint ignores docstring problems
• partial update of README.md

workflow fails because master cache is not up to date (renaming of sif file...)

Will it update the cache automatically? Should we wait for that to clear?

no, as the renaming change is only in this branch but it depends on the master branch having the correct cache (which it won't have before merge) basically I want this to fail / there should be no case when this is called normally.

I think merging and then triggering the cache update action by hand should solve the issue.
