Separate button for "Quotes" #198

I do not understand how to create a separate button for <blockquotes>. I know it's in the block with Headings. How do I make Quote button the same level as bold, italics and etc.?

I have a own plugin for blockquotes, but don't works fine, i believe this, please see: https://gist.github.com/SalahAdDin/347e4fab78a64eaadd5c

Can you help me to optimize this plugin?
