Update AF algorithm and package TELR #12

  1. Update TE allele frequency estimation algorithm.
  2. Convert TELR to be pip installable.
  3. Remove scripts that are not used in the TELR package.
  4. Update README to include most up-to-date TELR method descriptions and installation instructions.
