r532 fixes the API side of things. User side still needs work.

r538 adds skeleton user documentation in CHM format. HelpMaker
(http://www.vizacc.com) is used to author the help documentation files, however 
it is
not required to build the actual CHM. MS HTML Help compiler (hhc.exe) is used to
build the actual CHM.
