Avoid the creation of translation keys for admin panel if enable_admin_translations is set to false

Ooops it's broken, I forgot to replace tokens. Will fix tomorrow

@silviorelli, i believe it is no longer an issue in the redesigned tr8n. please double check. github.com/tr8n/tr8n
