Add wkhtmltopdf binary to PATH for all users #101

We're thinking of using wkhtmltopdf again to generate PDFs for students. Can we add the binary to the PATH so that all users on the Hub can use it? https://github.com/JazzCore/python-pdfkit/wiki/Installing-wkhtmltopdf
