workspaces need to be rebuilt from the corpora on startup (the two buttons on the Workspace admin page), particularly useful when BPS server misbehaves

do something simpler in the interim: put up a smarter error message when there are no persons for a document, suggesting that they may have to rebuild with the buttons.
