Purpose of code changes on this branch:
If the sectionMap of a target has a "generic" section mapped to target specific 
section, the target backend has an opportunity to merge. This will ensure case 
where map is of kind {"gnu.linkonce*", ".sdata"} then , the IR treats the 
section as link once and when its time to merge, the backend merges it in sdata 
as needed.

After the review, I'll merge this branch into:
master
