Support ARM specific options #52

The meanings of the two relocation types is changed by options

R_ARM_TARGET1
 * --target1-rel // R_ARM_REL32
 * --target1-abs // R_ARM_ABS32

R_ARM_TARGET2
 * --target2=rel // R_ARM_REL32
 * --target2=abs // R_ARM_ABS32
 * --target2=got-rel // ...

DejaGNU needs this feature.
