muddle no longer works with Python 2.6 #256

.. probably more of a documentation bug than anything else. The immediate cause 
is that there is no functools.total_ordering, which causes muddle to die 
attempting to import muddle.cmdline

A subsidiary issue is that the error message produced under these circumstances 
is not very self-explanatory.

Muddle now explicitly checks for Python 2.7

Which is horrible, but sort-of the simplest thing to do
